Leonie brings senior leadership experience across policy and legislative reform, regulation, governance and risk, strategic planning, procurement and program delivery. She has advised Ministers, senior executives and statutory boards, and led multidisciplinary teams across government, industry and community environments.

Policy, governance and regulation +
Developed risk-based compliance and enforcement frameworks for major NT industries and worked with the NT EPA Board on their refinement and oversight. Prepared Cabinet submissions, legislative drafting instructions and executive advice. Led a $13 million open procurement process for an Aboriginal community-controlled provider.
Projects, programs and improvement +
Developed five-year strategic plans, implementation roadmaps, risk frameworks and performance systems. Established regulatory and policy functions through organisational restructuring and workforce development. Led regional teams of up to 20 staff and supported Aboriginal trainees and graduates to build careers.
Stakeholder engagement and First Nations partnerships +
Led co-design with 28 Aboriginal communities and four national roundtables, securing government endorsement for a five-year justice reinvestment model. Developed the Garig Gunak Barlu Marine Park Management Plan with Traditional Owners, the Northern Land Council and government agencies. Developed the Attorney-General’s Department’s First Nations Stakeholder Framework.
